Stop a remote charging session. Only sessions started remotely (chargingKeyType=virtual) can be stopped remotely. Important implementation details:
- Session may be stopped locally even if started remotely
- Events like SESSION_STOPPED or SESSION_COMPLETED may be received without calling stop
- If stop request fails, allow retrying after a few minutes
- If session stays in STOP_FAILED, allow starting new session
